House of Reps in rowdy session over Budget Padding saga


The house of representatives broke into a rowdy session on Wednesday after Yakubu Dogara, the speaker, recognised Emmanuel Oker-Jev, chairman rules and business, to move a motion just as another member Aliyu Madaki was putting up his hand to be recognised.

Dogara recognised Oker-Jev, who moved his motion in the midst of heavy noise on the collective breach of members due to the budget padding allegations raised by Abdulmumin Jibrin.

He said the house had come under heavy attack by the allegations.

At that point, Jibrin was observed to be walking around the chamber under the close watch of the sergeant-at-arms.

The motion was however passed and referred to the ethics and privileges committee, which would look into the matter. At this point, members began shouting “Dogara, Dogara.”

When Madaki was recognised to speak, he was barely heard, as scores of lawmakers were screaming all at the same time.


The budget padding saga is about to take a new dimension.

“Africa has been faced with this same challenge, in my view, for far too long. I choose to look at the recent episodes of economic contraction across the continent as opportunities to diversify our economies and invest in building critical infrastructure, especially in power, to reduce our susceptibility to commodity shocks and break out of the perpetual boom-bust cycles,” he advised.

He emphasized that to ensure a different type of growth trajectory for Africa – one that does not rely exclusively on the export of primary commodities – there must be reliable, accessible, affordable power to support industrialization.

PDP Finds Peace At Last: Sheriff & Makarfi factions reconcile


The Peoples Democratic Party (PDP) is back as “one family”, a member of the Ahmed Makarfi led National Caretaker Committee, Senator Ben Obi, confirmed this development a while ago.

Senator Obi spoke with newsmen ahead of a joint press conference billed to be addressed by Senator Ali Modu Sheriff and Senator Makarfi.

Obi, who was flanked by another PDP chieftain from Sheriff’s camp, Dr. Cairo Ojougboh, said both leaders have reconciled and would now set up a joint committee. His words:

“We have decided to issue a joint statement. As we speak today, the PDP is back as one family. The two leaders will address you gentlemen of the press. They will constitute a joint committee with the support of all relevant organs of the party.”

Makarfi, Sheriff Releases Statement
In a statement jointly signed by Sheriff and Makarfi, the two leaders agreed to consult with other organs of the party for a final resolution of the crisis that has engulfed the opposition party.

The statement titled 'Rejuvenating the PDP', reads:

“This is without prejudice to all outstanding matters in court. At a meeting held this morning between the two of us, a holistic review of the state of affairs of our great party, PDP, was deliberated upon.

“In reviewing the crisis that has engulfed our party since the loss of the 2015 general election after 15years of uninterrupted leadership at the centre, it became obvious to both of us as principal actors that it is time to heal the wounds. And bring about a united, focused and constructive opposition party that can bring sanity to our democratic process. Bringing relief to the teeming supporters of our great party and to the benefit of our great country.

“Based on the above, we have both agreed to: Consult widely with all relevant organs of the party; Set up a joint committee that will carry out a holistic reconciliation of all aggrieved segments of our party across the country and in Diaspora; Pursue the vision of the founding fathers of our great party.

“Details of all the above will be made public soonest. We therefore call on all party members to remain calm and refrain from any actions and utterances that could further bring about divisions or dispute in the party”

Under-aged orphan allegedly raped, impregnated and abandoned by an Alhaji, in Sokoto State

Maimuna who is 8 month pregnant, has no body to cater for her pregnancy in this very young age. She is now helpless her father died since, and the person accused of impregnating her denied before the upper sheri'a court in sokoto, but Maimuna insisted that Alhaji Giwa as accused, was the only one who impregnated her.

The two witnesses from the same village have attested before the court that Alhaji Giwa even told them that he will take Maimuna to a specialist for abortion, but later changed his mind.

A child of a very poor family, Maimuna is in dare (sic) need of assistance from human right agencies because Alhaji the person in accuse of impregnating her already hared (sic) a lawyer for the case.

South African Police Clash With Students Over School Fees

South African police have fired stun grenades and arrested 31 students in Johannesburg, as a wave of protests hit universities across the country.

Students are demanding free education and denounced government plans to raise tuition fees by up to 8% in 2017.
Fees had been frozen last year after the biggest student protests since the end of apartheid in 1994.
The demonstrators say price increases discriminate against black students with low family incomes.



The prestigious University of Witwatersrand in Johannesburg has been a focal point of protests.
‎It said about 200 students in "roving groups are moving from campus to campus disrupting classes".
The University of Bloemfontein and the Nelson Mandela Metropolitan University in the coastal city of Port Elizabeth said they had closed campuses because of the protests.



The University of Cape Town announced the suspension of classes as students sang revolutionary songs barricaded entrances with litter bins‎.
University of Witwatersrand Students' Representative Council leader Nompendulo Mkatshwa police fired stun grenades at students who had gathered near the university to protest against the proposed fee increase.



"Students are not happy with what the Department of Higher Education and Training said, so they are fighting for equal education," Ms Mkatshwa is quoted by Reuters news agency as saying.
Police spokesman Lungelo Dlamini said the arrested students "were blocking the entrance of the university in contravention of the court order" and were being held at a nearby station, Reuters reports.


Last year, South Africa's President Jacob Zuma froze student fees for 2016 following the worst student protests to hit South Africa since minority rule ended more than 20 years ago.
The freeze has now been lifted, with Higher Education Minister Blade Nzimande announcing on Monday that universities will be allowed to increase fees by a maximum of 8%.

Critics say this is higher than the 6% inflation rate, and will make university education unaffordable for many students.
However, universities favour an increase, saying they were facing a financial crisis which was damaging their academic programmes.

Nairobi County Doctors Warned To Resume Work Or Face Sack..

Nearly 250 doctors on strike in Nairobi have until the end of Tuesday to resume work or their jobs would be advertised.
Nairobi County Secretary Robert Ayisi said the strike is illegal following a September 16 order by the Employment and Labour Relations Court that nullified the industrial action until September 29.

The doctors are complaining about delayed salaries and promotions and the county's alleged failure to remit statutory deductions such as NHIF and NSSF in the past eight months.
Other grievances are that the county did not provide car and mortgage allowances and failed to give doctors appointment letters.


RESPECT DECISIONThe doctors, through their union, have said they will “respect the court decision to suspend the strike” but quickly added that they were mobilising their members tomorrow to “inform them of the new developments.”

Ouma Oluga, the union's secretary-general, said: “We received the court order and being law-abiding citizens we will respect the court.
"However, our issues have not been solved and therefore we will meet the doctors tomorrow to discuss the new development and know the way forward.”
In the meantime, Dr Ayisi said the county had received more than 100 applications from people willing to replace the striking doctors, whose industrial action is in its second week.

Doctors on leave have also been asked to resume work.

He said the clock was ticking for the striking doctors.

“If anyone is qualified and interested, they do not have to come to the county offices. Let them go to the hospitals under the county and speak to the medical superintendent or the human resource office,” Dr Ayisi told theNation at his office.

Nigerian man charged with double murder of mum-of-nine and nephew in the UK (photos)

 
A  24 year old Man, Obina Ezeoke,  has been charged with double murder after the shooting of a 53 year old mother-of-nine, Annie Besala Ekofo and her 21 year old nephew, Bervil Kalikaka-Ekofo.


Daily Mail reports that they were gunned down at a flat in East Finchley, north London, on Thursday shortly after 6.30am.

Scotland Yard said Ezeoke, of no fixed address, is to appear in custody at Hendon Magistrates' Court in north west London on Wednesday.


 Four other people, including a child, who were also inside the address at the time were not harmed.

A post-mortem examination into Bervil's death was conducted last week at Northwick Park Hospital Mortuary, concluding that the cause of death was a gunshot wound to the head. The 20-year-old man remains on bail until a date in late October.


Bervil's mother, Maymie Botamba, who lost two family members in the shooting, paid tribute to her "perfect" son.

"He was my friend, my best friend, my everything," she said.

A Fire Officer with the Techiman Municipality in Ghana, Eric Ansah Andoh, will live to regret the devil that pushed him into attempting to rape Ataa Takyi, a female Youth Enterprise Agency (YEA) personnel attached to the Techiman Fire Station, as she managed to bite off his joystick in order to escape from the attack.


Adom Online reports that Takyi had to resort to using her teeth on Andoh who is the Techiman Municipal Fire Service Commander after he allegedly attempted to forcefully have carnal knowledge of her.

Speaking on Adom FM’s Morning Show, ‘Dwaso Nsem’, Takyi said she was forced to take the action when she could not persuade Andoh from attempting to rape her.

“He struggled with me and warned me that he’s the fire commander and he always gets what he wants.
So I agreed and he stripped Unclad. I played romance with him for about 3 minutes and then bit the joystick.

He told me he is the fire officer and gets whatever he wants during the struggle. In fact, I became weak and hence told him I had agreed. I then bit the middle of his joystick hard and he shouted in pain, with blood oozing.

One time, he invited me to his office and demanded that I unbutton my shirt so he can suck my breasts,” Takyi narrated on the program.

Andoh was rushed to the Mount Olive Hospital by fire officers who were called unto the scene after the act while she went to the police station to report the case.
