An 85-year-old goldsmith, Adamu Abdulmumuni, on Monday appeared before an Igbosere Magistrates’ Court, Lagos, over alleged theft of gold jewellery worth N1.4m.

Abdulmumuni was arraigned alongside another goldsmith, Hassan Jubrila, 55, and one Joel Inyada, 27, on a three-count of conspiracy, stealing and receiving stolen property.

All the accused, whose residential addresses were not given, however, pleaded not guilty.

The prosecutor, Sgt. Okete Ejime, had told the court that the trio committed the offences in September at No. 16, Mary Oyogbo Crescent, Lekki Phase 1, Lagos.

Ejime said that Inyada stole a gold wedding ring and a gold bracelet, both valued at N1.4m, from of Mrs Uyi Ntono.

He submitted that Abdulmumuni and Jubrila received the ring and bracelet with the knowledge that they were stolen or fraudulently obtained.

The prosecutor said that the offences contravened Sections 285, 326 and 410 of the Criminal Law of Lagos State, 2011.

Counsel to the accused, Mr. Emmanuel Banney, prayed the court to admit them to bail on liberal terms.

The Magistrate, Mrs. O. G. Oghre, granted them bail in the sum of N1m each with two sureties each in like sum.

She said that the sureties must show evidence of two years’ tax payment and must be gainfully employed.

Oghre adjourned the case till November 29 for mention.

A 28-year-old man has committed suicide in Mushin, Lagos, on the eve of his wedding. Shakiru, popularly called Jarule, was found hanging from the ceiling of his 56, Oduduwa Street, Mushin home.

Relatives told The Nation yesterday that the father of two was being expected in Osogbo, the Osun State capital, on Saturday for the event. Shakiru was said to have sent a suicide message to his sister, Mariam, which reads: “I’m sorry. Forgive me.”

Mariam had reportedly insisted on his arriving early for the event on noticing his attitude of late. But when the message came in around 6:30pm, she did not read it immediately. When she did, she tried to reach some of his friends, but all to no avail. She then got their elder sister who lives near him to go and find out what was happening. His sister found his room locked from inside indicating that he was at home.

But when he did not respond to her knocks, she called Mariam, who asked her to look through the window from where she found his lifeless body dangling from the ceiling.

Mariam said: “I called him several times to urge him to get to Osogbo on time but he told me he would arrive probably on Sunday or even Monday. I asked him what he meant by that when he knew the wedding was slated for Sunday. He quickly changed it and said he was on the way, that he would be there. I was expecting him till I got his message late at night. I called people close to his area but it didn’t go. Later I called my aunt to help me check him up. That was when she found out what happened. I had stopped calling him at a time because of his unresponsive attitude.”

The late Shakiru also left some notes in his jotter, bordering on love and his life trajectory. They included “I’m Done”, “If you are reading this, it’s too late.” He also wrote phrases such as “I love you” on the pictures of his two children.

Some relatives described his death as embarrassing and unfortunate. They said he was an introvert who hardly picked their calls. It was learnt that his wife is about eight months pregnant. He was said to have proposed an abortion which his doctor warned against because “it was too late.”

His niece, who didn’t mention her name, believes he committed suicide over financial difficulties.

According to her, he became frustrated after the death of his mother three years ago.

“I don’t know what he has encountered in life that should warrant suicide. Since his mother died, he has been finding it difficult to cope with life because she pampered him a lot and he didn’t lack anything. She always supported him out of love for her children. He didn’t acquire any skill that could sustain him. After her death, he was dejected. Sometimes he would complain of not eating regularly, his job was not paying much and that he was getting tired of life.

“But I don’t understand his problem because even his children are not under his care. It is the family that has been catering for them. This wedding we ought to be doing now is not on him. All we required was of him to make himself available. We even sent money to him when he complained he didn’t have money. The wife’s family has been complaining that he was not doing anything on her.”

Another relative said he didn’t believe the late Shakiru committed suicide because of financial constraints. The deceased, he said, just received N36,000 from a thrift society the previous week.

The Nation learnt that the police are detaining four persons living with the late Shakiru.

Checkout How Money is Shared in Supreme Court

Detailed detectives have uncovered huge cash payments to Supreme Court Justices, members of the management and staff of the apex court.

Some of the payments, which were effected through a Secret/Operation Account, are alleged to be outrageous and outside the allowances approved by the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC).

The allowances include cash for justices and management staff during festivities, especially Easter, Christmas, Ramadan and Eid-el Kabir.

Also, detectives are now probing why the apex court paid the huge cash instead of remittance of such payments to the accounts of the beneficiaries.
Easiest way to cover fraud is to give cash and avoid bank transactions. More details:

The Presidency is said to be in dilemma on what to do because all former Chief Justices of Nigeria (CJN) and Justices of the Supreme Court were paid the massive "allowances" in cash from the unauthorised Secret/Operation Account.

Some documents attached to the charge sheets of some of the suspects on trial by the Department of State Service (DSS) provide insights into the cash payments.

Breakdown of what the past and present CJN and Justices have been receiving since 2009:
Salary—N750,000 (paid into account of each Justice); N750,000 monthly subsidy—(payment in cash); N950,000 quarterly subsidy (payment in cash); £10,000 (estacode) for trips (payment in cash); $25,000 (medical fees yearly (payment in cash); Unspecified payment for Business Class to them and spouses in cash depending on airline; $750 per night for number of days abroad in cash; N350,000 cash as welfare for each of the festivities (Easter, Christmas, Ramadan, Eid-el-Kabir); Chief Registrar—N700,000 as robe allowance; N200,000 for each of the festivities (in cash); and other lawyers—N500,000 as yearly dress allowance (In cash).

A top security source, who spoke in confidence, told The Nation that: “Detectives have unearthed all manner of allowances which were paid and still being paid to Supreme Court Justices since 2009 from a Secret/Illegal/ Operation Account.

Some of these allowances are outside those ones approved by RMAFC. Our investigation confirmed the RMAFC approvals for CJN and the Justices as including regular salary and allowances: Monthly Basic Salary; Vehicle Maintenance/Fuelling; Personal Assistant; Domestic Staff; Entertainment; Utilities; Outfit; and Newspapers/Periodicals.

“Their Non-Regular Salary and allowances include: Accommodation (once annually); furniture (once in four years); annual leave bonus; severance/gratuity (after successful tenure); vehicle loan (optional); Duty Tour Allowance per night (where applicable) and Estacode per night (where applicable).

“In fact, one of the arrested Justices was in December 2014 paid N2million as a mark of welfare from the court to support him for his daughter’s wedding.

“So, we discovered a lot of discrepancies in the allowances being paid to the past Chief Justices of Nigeria and Justices of the Supreme Court since 2009.

Even 4 of the Justices who are beneficiaries of monetisation policy still earned double allowances.

“Technically, everyone was paid all these unauthorised allowances from the operation account based on the computation of the management. Nobody knows how the allowances were arrived at.

“And the situation has not changed. We have documents showing that all the Justices were paid N910,000 in April and N710,000 in May as allowances.”

On the status of the Operation Account, a document confirmed that one of the officials of the Supreme Court told DSS interrogators: “All these payments, except the salary, are paid in cash to the Justices which they signed for collection. I am aware that has been the tradition but I am not sure of any written authority backing the payment.

“None of the Justices has ever, to my knowledge, refused payment of medical fees given to them.”

But another source said the Operation Account was legally opened in 2009 after the e-payment policy was introduced.

The source cited a memo, dated March 3, 2009 by a former Deputy Director (Finance and Accounts).
The memo has been tendered in the court by the DSS as part of its evidence against some suspects.

He said the memo was explicit that the Justices be paid in cash.

The memo, signed by M. B. Tambawal and sent to the then Chief Registrar of the Supreme Court, said: “You may recall that we had a management meeting last week where we discussed the way forward on e-payment. We had various suggestions on how to have an Operation Account that would ease the operations of this Honourable Court.

“In view of this, I humbly wish to suggest that a non-COT Operation Account be opened for the cashier (Ahmed Fagbenro).

“The account would accommodate payment for their Lordships and staff. The cashier will be responsible in cashing these payments and pay to the beneficiaries. He would keep a Petty Cash Book in order to record the payment plus a register that would be signed by the payees.”

The source added: “You can see that all the former CJN, present CJN and Justices of the Supreme Court were made to collect the allowances in cash by the management. This is not their making at all; they have committed no infractions.

“I think it is a system problem which the present Chief Registrar, Ahmed Gambo Saleh is trying to reform since 2014.”

The Presidency is weighing options because everyone has collected unauthorised allowances unknowingly. They are also unexpected to collect payment in cash – in line with financial regulations. I think they are victims of bureaucratic trap, but ignorance is no excuse in law.

“What the government is doing is to address the issue of corruption first before looking into other accountability problems besetting the Supreme Court.

Certainly, the management of the Supreme Court needs to be overhauled. This is part of the agenda for the incoming CJN in collaboration with the Presidency.”

The Chief Registrar of the Supreme Court, Ahmed Gambo Saleh has denied involvement in any fraud or sharp practices in the apex court.

He also said he was never involved in any bribe deal or in the management of Operation Account.
Saleh, who made the clarifications in his testimony to the DSS, said he has introduced reforms, including stoppage of cash payment, since he took over in 2014.

He said: “I have never directed anyone to pay the sum of either N12million or N18million to any Justice of the Supreme Court.

"I am aware the practice of cash payment is not in line with financial regulations but that has been the tradition I met in the court. But on assuming office, I stopped cash payments to staff; all payments are now paid into their accounts.

“The Operation Account is in Ahmed Fagbenro’s name (the Cashier); I don’t know how much is the balance in the account.”

Mariah Carey and James Packer breaks down as she brands him opportunist

Settlement talks between Mariah Carey and James Packer have reportedly broken down after the mother-of-two 'accused him of being an opportunist and using her celebrity status to secure business deals'.
The singer, and the billionaire businessman, were reported to be in negotiations for a financial settlement for Mariah, who is said to have wanted $50 million after claiming she had to uproot her life and move to Los Angeles for him.

But now TMZ reports that James insists there is 'no legal basis' for him to pay Mariah anything as they weren't married.
A source recently said:
'The split has been devastating for Mariah. She loved James and was planning to marry him.
'She made life changes for this man to prepare for their future as husband and wife, even relocating to Los Angeles, at James' request, so he could be closer to his children.
'Everything she has done over the past year is to prove how fully committed she is to their life together. She really wanted this to work. And then, completely out of the blue, it imploded.'
However, a source close to the couple recently said:
'Of course Mariah wants money, but she's not getting $50 million. There's no negotiations about money because they haven't spoken since the split.
'He let her keep the engagement ring, and she isn't getting a cent more.'

Checkout syndicate specializes in selling newborn babies in Lagos (Photo)

The Lagos State Police Command has arrested members of a syndicate which allegedly specialised in selling newborn babies in the Satellite Town area of the state.

PUNCH Metro learnt that some members of the gang, led by a woman, Chinenye Amama, were arrested penultimate Friday by policemen attached to the D9 Section of the State Criminal Investigation and Intelligence Department, Yaba.

Our correspondent was told that the suspects were caught with a female newborn baby, who had been rescued and reunited with her mother.

A police source said the rescued baby girl and her mother had been transferred to the Juvenile Welfare Centre, Alakara, in the Mushin area.

He said, “The syndicate was arrested on November 4, at about 6am. A team of policemen, acting on a tip-off, stormed an isolated house, where the syndicate kept their victims.

“We recovered a female newborn baby from the suspects and they are in custody at the SCIID, including their leader, Chinenye.”

The Lagos State Police Public Relations Officer, SP Dolapo Badmos, confirmed the arrest, saying the suspects mentioned a religious leader as their boss. She added that the police were working on the information.

She said, “The case is under investigation. Preliminary investigation reveals that it is a syndicate that specialises in selling newborn babies. One religious leader was named by the suspects.

“The command is working on the clue to ascertain the religious leader’s culpability. Investigation will be made open on that as it goes.”

The police in Lagos State have also arrested an estate agent, Sunday Obayemi, for allegedly defrauding people with fake Lagos State Government letterheads.

The suspect, 45-year-old Obayemi, was arrested by policemen attached to the Lagos State Task Force on Environmental and Special Offences (Enforcement) Unit, Alausa, Ikeja.

Our correspondent gathered that a tenant, Nurudeen Duroti, who stayed on Olumo Street, Agege, had reported Obayemi, who hails from Ado Ekiti, Ekiti State, as a suspected fraudster.

It was learnt that policemen thereafter searched the suspect’s house and found fake Lagos State Government documents.

The suspect said in his statement that he retired from the Lagos State Ministry of the Environment in 2014, adding that he used the fake documents to extort money from tenants.

He said, “The last one I did was a notice to quit, which I served a tenant on Olumo Street, after collecting N50, 000 from the landlady of the house with a fake Lagos task force letterhead.

“I made my money from using fake letterheads of government’s ministries and agencies. I will stop this illegal business if I am pardoned by the government.”

The task force chairman, SP Saheed Egbeyemi, said the state Commissioner of Police, Fatai Owoseni, had directed that the suspect be transferred to the State Criminal Investigation and Intelligence Department.

SP Egbeyemi enjoined Nigerians to be wary of dubious elements, who specialised in duping members of the public with fake documents of government agencies.

Cleaner Narrates How He Stole N5.675m From Bank

A cleaner, Peter Oko, has narrated how he stole N5.675 million from the New Nyanya branch of Diamond Bank, where he worked.

The 29 year-old stated that he took the keys to the vault, stole the money and hid it in a carton, which he took home after the close of work.

The money was however recovered by the police, which said that the suspect had been charged to court.

Oko told Northern City News at the Nasarawa State Criminal Intelligence and Investigation Department in Lafia that he carried out the theft alone, saying, “As a cleaner, I knew where all the keys were kept.”

He added, “I single-handedly carried out the operation because I have been working as a cleaner in the bank for the past 10 years and my eyes had been on one of the keys to the vault, where the bank used to keep all its money.

“As a cleaner, my attention was not only on the keys, but on how I will carry out the operation successfully without being caught by either the security or any staff of the bank.”

The suspect said he stole the money without the knowledge of the bank workers, adding that he had access to all the foreign currencies in the bank as he knew where they were kept.

“As a cleaner, I knew where all the secret files were kept and where the bank kept its keys where you can have access to dollars, Nigerian currency and all other currencies.”

Oko blamed the economic situation for his action, stating that he had never been involved in a criminal act before now.

“The devil of economy recession pushed me into the crime; I have never committed a criminal act before, luck ran out on me and I was caught in the process,” he stated.

The state Commissioner of Police, Abubakar Bello, said the crime was reported to the police in October, 2016, by the bank, adding that the matter was then transferred from Karu Divisional Police Headquarters to the SCIID for investigations.
